In this first part of a three‑episode series, we trace the journey from the earliest days of the Kentucky Assembly after Benjamin Hernandez prepared to leave the state, through the formation of the Peacekeeping Task Force in 2020, and into the early development of the Continental Marshals Service. We revisit weekly Coordinator calls, General Assembly meetings, and the crucial 2019–2020 period when the idea of committee‑based Assembly work began to take shape—and when one investigator’s curiosity about “where are all the State Assemblies?” began a path that would ultimately lead to PKTF 2.0.
